If you mean can an OC be from modern-day Earth with no major setting changes, then yes, absolutely! In that case, your "World Information" section would just need to clarify that they are from Earth, and perhaps provide some detail about where on Earth, or what time period, they are from if you feel this is relevant.

The World Information section does not need to be long or complicated - anything that lets us know what setting the character is used to will be fine.
