Before we reach a decision, we'd like to add a clarification to the ability. While controlling a small amount of water is fine, the water itself couldn't then be used to control other living organisms. For example, while Ron can control some of the water inside of a pond, he couldn't use the water inside of someone's body in order to make them move.
