A character might reach tier two by sacrificing a human, successfully converting a neutral character, or performing public deeds in the name of their god."

However, while Blue's abilities got these characters into the circumstance leading to the death of a Fog Follower, Blue's reaction to events betrays his unwillingness to participate in her murder, and he in fact tried to prevent her death. Further, his participation in the fight prior to the murder is based more in Kurumi's action of killing and eating humans in general, rather than specifically her Fog alignment, or her killing of a Fourth follower. With these components in mind, it cannot be said that Blue has willingly or knowingly committed any act to further the goals of the Fourth God; as such, this offering would not qualify for additional boons.
