We're sorry for the delay getting back to this. As presented this spell is too powerful for a tier 2, but after some discussion we have come up with a few extra limitations:

The shadow puppets would not have their own autonomy and would only be able to obey direct orders. In addition, they would only work within a 10m radius at this tier.
