This would be up to player discretion!

A monster may have their separated bits functioning separately - though there would certainly be limitations, brought on by things like pain, blood-loss, damaged/cut muscles not functioning, the "body" half only being able to navigate by touch, and so on.

Alternatively, you may choose to have your monster simply be fully incapacitated.
