After some discussion, we've decided this ability would be too powerful for a Tier 2 boon. Usually, we do not grant control of multiple minions at tiers below 3 - on top of that, even at tier 3 those minions are usually limited in number and restricted to having the strength of average humans. Your shadows as described might not have psychic/magical/etc abilities, but they would still be far too effective a counter against primarily-physical monsters like werebears or wendigo.
If you'd still like the ability to control multiple shadows, L would be able to claim a limited version of it when he reaches tier 3!
At this tier, however, L may obtain the ability to control his own shadow as specified, and have it be larger/more powerful, as long as it is kept within overall demon limits. It could be damaged either by light or physically. The shadow may also maliciously act on its own - but only when it is acting as his shadow, rather than made tangible and controlled by his powers!
