It's a pretty solid 'statue' however, and fitting with the Fog Aesthetic has a generally Terrifying Visage. IF it does not push the ability over tier 2, exhuding an air of discomfort enough to disuade others from remaining near would be something I'd blend with this, as something to emphasize the Fog-basis.
Also his clothes don't transform with him only his goo so like, I guess, you could steal his clothes or something??
