Hi, I'm planning out an imminent Tier 2 Fog ability for Javert, and I was thinking about giving him something of an analogue to Ghost Rider's penance stare ability. This would require eye contact, much like hypnosis, and make the victim experience the physical and/or emotional pain they have inflicted on another. The pain they feel would be limited to one event -- either the most recent or the worst pain they have ever delivered on another -- and the ability can only be used once or twice per day.

Is this appropriate for a Tier 2 ability, or should I save it for Tier 3? Thanks, mods!
