Before we approve this request, we would like to know how strong the effect would be and how easy/difficult it is to resist this power. Allowing the victim to feel lowered inhibitions but being able to resist it would be fine for Tier One, but lowering inhibitions to the point of no control would be more appropriate for Tier Two!
