Absolutely! It would be limited - just basic "talking" to technology. He'd have to be touching it, and he could only tell it what to do within its operating parameters while touching it (can't make a microwave do calculus, for example, but he could make it overheat). The technology could also "talk" back in terms of basic diagnostics, e.g. "hi I'm the TV my cathode ray tube is getting kinda busted".
