This brain static ability is a great idea! We can make it so that it leaves monsters disoriented, but they can still try to push past the effects. Humans, on the other hand, will find it much harder to resist this effect. It is up to you as to how you want Jiang Cheng to deliver the effect--via whip, touch, or proximity. Jiang Cheng will be able to use this twice a day.
