Although you are more than welcome to submit an accumulation of actions that try to prove a character's devotion to a god, we do not believe that this is currently enough to push Mukuro up to priest.
In order to become a priest, a character must demonstrate extreme devotion to their respective god, and that they'll do anything within their power to ensure their god's success--the bigger, the better. Things your character does entirely on their own initiative will be more highly looked upon by the gods as proof of their devotion and motivation, and are far more likely to qualify as a Priest offering.
Any fog follower can show piety and carry out commands given by the Fog to take down the CUC and Haftesal scientists, which would make these actions more applicable as a tier 2 offering. Additionally, while it's a good idea to seek out and kill Ash for his actions against the Fog, killing a single lower-ranked follower and announcing so might not have enough of a wider impact to achieve priesthood, even with the additional efforts you've outlined. We would need more from Mukuro to demonstrate her devotion.
We are unfortunately unable to give suggestions for a priest offering, as we want the players to come up with these plans on their own. Ascension to priesthood is a big step, and the actions people take to achieve this tend to result in long-term character consequences. It might be a good idea to dig through previous priest offerings for inspiration and what level of action we're looking for. We also recommend keeping an eye open for opportunities as the year goes on!
