Sorry so much for the delay! This slipped through the cracks.
1) The ability to breathe fire with usage limitations (eg, duration, amount of uses per day) would count as a minor power!
2) This would be fine!
3) This would also be fine!
4) Yes, this still applies! Cosmetic, fragile horns are okay for a 'base' monster. Fog boons would allow you to make them sturdier and deadlier.
