If by 'space weight control/bang bang' you mean her ability to manipulate space and make people explode, this would be a very high tier to start with, and further limitations would not be accepted to make it a lower tier. - Hallucinations which confuse/frighten a target would be more of a Fog boon than a Fourth boon. Hallucinations which deceive a target are more suitable to the Fourth.
