We think this has laid out the foundation of a good tier 3 offering! However, we feel that it isn't quite there yet, as Elias and/or his followers aren't benefiting from it at this stage of the operation.

We'd like to see some sort of payoff to Sherlock's actions, which not only establishes that the miniature radios are finished and being actively spread out among the population, but which ensures that fellow Fourth followers are made aware of the radios and their intended use. If there's some alternative conclusion to this offering that you can think of, we would take that into consideration that as well.
