After looking over your ideas, we've determined the following:
The first power (Bullet Time) would have a bubble radius of 50 feet, and could be used for 30 cumulative minutes a day. Mind, these 30 minutes are from Sonic's perspective when time slows down. For those standing outside the time dilution bubble, or those caught up in slow-mo, they would interpret it as only a few seconds, up to half a minute, passing.
The second power (Disruption Field) would also have a radius of 50 feet. As you indicated, an additional limit of one use a day, and each use would last a maximum of 30 minutes.
The third power (Technomancy) is a bit trickier for us to judge. First of all, we'd like to point out that there's very little wireless technology to be found in Ryslig. The laptops connect wirelessly to Elias's network, remote controls (for toys or TVs) exist, and that's about it. Furthermore, technology in the Arcade could not be controlled by Sonic, nor could he control fellow Simulacra. Linking up to the network by connecting to a laptop would be fine.
