Since all of these questions pertain to the same general mechanic, we thought we would make this simple and give one answer for all of them: yes, with some restriction. Within the Mana Rewards system, there are two types of monster changes: temporary switches, lasting 1-4 months (20-60 coins), after which the character reverts back to their previous monster form, and permanent switches, as selected from 7 or fewer types (100-150 coins).
If a character changes their monster type through a permanent switch, they would be allowed to:
Access that monster's skills on the old boon list, so long as they went adept to that god within that system;
Adjust unique spells, skills, or additional forms taken on the new boon list in order to fit their new form;
Adjust or change body modifications and the locations thereof.
Like the first set, all changes would likewise need to be approved through this post before they could be utilized in game.
However, if a character changes their monster type through a temporary switch, they would not be allowed to alter any of the above, nor would they be able to access monster-specific skills of either their new form or their old form. For instance, if a Fourth-Adept Werebear temporarily changed into a Kelpie, they would not only not be able to access the Werebear's healing sleep, but they would not gain the Kelpie's ability to blend into the fog completely. Likewise, any other skills, traits, or abilities that could not be feasibly used by the temporary form would be locked outright until they returned to their normal monster form.
While we understand this puts temporarily-changed monsters at something of a disadvantage -- especially when taken with the fact that many of the temporary form's base monster abilities are limited or weakened in these coin reward levels -- the fact of the matter is that all unique skills and spells in the god boons system now have to be manually approved per character. Reviewing, revising, and sometimes reworking prospective character abilities can take time, and the hypothetical situation of a god-aligned character temporarily switching their monster type every month, necessitating the rewriting of all their unique powers, modifications, and skills just as frequently, would place an undue resource strain on our staff, and is a circumstance we would like to avoid.
