He'll be able to give a stat/adrenaline boost temporarily to anyone not Fourth aligned, with the bonus of the target becoming slightly more aggressive/blood-thirsty/hype at player's discretion (so however minor they feel comfortable!) and will remain so so long as Mike is in the area. Has to be done via touch! Mike will probably do it accidentally a couple times before realizing he can control it.
Backfire: See descrip^ Also for Mike himself, being fog aligned will gradually make him start to enjoy 'normal' kills in the fog vs his more humane tactics.
