If he is focused on someone, eye-contact for 3+ seconds it will result in a flashbulb memory of a traumatic/unpleasant event in their past. It will not be clear but it will be enough to cause uneasiness. The conditions for it on his end are that it will only be triggered after no less than three seconds, the intended target must be within no more than a 5ft radius of himself and have his full attention, and the effect will wear off immediately if either one of them breaks the line of sight. Its effectiveness is, of course, up to the player's discretion.
It'll probably end up leveled-up as a 'theme' should he intend to tier but it's a good start. :|a he sure does love memories.
